Project Description
Seventh Operational Phase of the GEF SGP in Indonesia was implemented through Yayasan Bina Usaha Lingkungan (YBUL), under the NGO execution modality, which is to be undertaken in 2024. The project started on the 5th of July 2022 and is in its third year of implementation.
The MTR process must follow the guidance outlined in the document Guidance For Conducting Midterm Reviews of UNDP-Supported, GEF-Financed Projects (https://erc.undp.org/pdf/Guidance_Midterm%20Review%20_EN_2014.pdf).
To achieve impacts at scale and ensure the sustainability of results achieved, the program-level strategy of the Upgraded Country Programme (UCP) of the SGP is based on a landscape approach, following the UNDP approach of community-driven planning and management of socio-ecological production landscapes and seascapes. The four selected landscapes in the Wallacea biogeographical region in Indonesia (1) Sabu Raijua District, East Nusa Tenggara Province; 2) Nantu-Boliyohuto Wildlife Reserve buffer zone; Gorontalo Province; 3) Balantieng Watershed, South Sulawesi Province; and (4) Bodri Watershed, Central Java Province) cover expansive and complex geographies. Globally significant biodiversity in these landscapes faces a variety of threats influenced by a variety of drivers, e.g., infrastructure development and increased global demand for food and plantation commodities. These factors, many of which have been exacerbated by the impacts of climate change, have led to biodiversity loss, degradation of fragile ecosystems, and restricted opportunities for local communities to sustain nature-based livelihoods. Many of the local communities in the target landscapes also lack knowledge and access to clean energy solutions. The project strategy aims to generate multiple benefits for biodiversity, climate change, land degradation, and the well-being of local communities through participatory, integrated land and resource management approaches implemented across socio-ecological production landscapes.
The 4-year project (expected operational closure July 5th, 2026) is implemented by UNDP and executed through Yayasan Bina Usaha Lingkungan (YBUL), under the NGO execution modality, under the existing mechanism of the GEF Small Grants Programme including the approval of each initiative by the National Steering Committee CDN, as well as the due monitoring which will be provided, under the leadership of the National Program Coordinator.
The MTR will assess progress towards the achievement of the project objectives and outcomes as specified in the Project Document and assess early signs of project success or failure to identify the necessary changes to be made to set the project on track to achieve its intended results. The MTR will also review the project’s strategy and its risks to sustainability.
Specifically, the objectives of the MTR are to:
- Identify potential project design issues;
- Assess progress toward achievement of expected project objectives and outcomes;
- Identify and document lessons that can both improve the sustainability of benefits from this project and aid in the overall enhancement of UNDP and GEF programming; and
- Make recommendations necessary to help consolidate and support the sustainability of the project results.
The Scope of Work
The National Consultant (30 Person Days) will be responsible for:
- Assisting the team leader in developing MTR design, work plan, and strategies for the implementation of the MTR in her/his respective areas.
- Developing draft of her/his respective part of the inception report including evaluation matrix;
- Collecting information, conducting desk reviews of relevant documents, and interviews with key stakeholders;
- Note: The arrangement for the field visit shall be designed to efficiently and effectively achieve the MTR overall output. It shall be coordinated with the Team Leader and reflected in the inception report to get approval from YBUL / UNDP.
- Drafting her/his part and providing inputs on her/his assigned output and result-related parts of her/his respective area of assignments of the drafts and the final evaluation report that meets all of YBUL / UNDP evaluation quality standards under close coordination of team leader; and
- Under the guidance of the Team Leader, ensuring the quality and timely expected deliverables.
Qualifications of the National Consultant
Education
A minimum of a Bachelor’s degree or higher in Environment Science, Natural Resources, or Biodiversity, or other closely related field from an accredited college or university.
Experience
- Recent experience with result-based management evaluation methodologies;
- Experience applying SMART targets and reconstructing or validating baseline scenarios;
- Competence in adaptive management, as applied to Natural Resources Management, Biodiversity and Climate Change;
- Experience in evaluating projects;
- Experience working in Indonesia
- Experience in relevant technical areas for at least 5 years;
- Demonstrated understanding of issues related to gender and Biodiversity and Climate Change; experience in gender sensitive evaluation and analysis;
- Excellent communication skills;
- Demonstrable analytical skills;
- Project evaluation/review experiences within United Nations system will be considered an asset.
Language
- Fluency in written and spoken English and Bahasa Indonesia.
Activity Timeline
The assignment will be carried out for a period of -+ 45 days, between
12 November 2024 to 31 December 2024
Application Procedure
Interested consultant should submit below mentioned document:
- Letter of Confirmation of Interest and Availability;
- CV and a Personal History Form;
- Brief description of approach to work/technical proposal of why the individual considers him/herself as the most suitable for the assignment, and a proposed methodology on how they will approach and complete the assignment; (max 1 page)
- Financial Proposal that indicates the all-inclusive fixed total contract price and all other travel related costs (such as flight ticket, per diem, etc), supported by a breakdown of costs. If an applicant is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to YBUL under Reimbursable Loan Agreement (RLA), the applicant must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to YBUL.
Note:
- Financial proposals must be “all inclusive” and expressed in a lump-sum for the total duration of the contract. The term “all inclusive” implies all cost (professional fees, travel costs, living allowances etc.);
- For travel expenses from homebase to Jakarta – Indonesia and return, which should provide indication of flight ticket cost, terminal expenses (Taxi) and visa. The traveler will be selected with the lowest fare in the applicable class of service (economy class). Official travel by air will be by the most economical as per YBUL regulations, selecting travel airlines based on lowest fare cost.
- The lump sum is fixed regardless of changes in the cost components

During the fulfilment of the assignment, the consultant will ensure regular communication with the project team, and will ensure a timely delivery of the expected outputs and will regularly inform the project team of the progress as well as any obstacles that might occur.
