Thematic priority 3 of 5
Low-carbon energy access

Theme overview
Villages off the electricity grid still depend on expensive fuel oil. Residents' ability to maintain energy infrastructure is also low, so equipment breaks down quickly.
Aligned with: Presidential Regulation 22/2017 on the National Energy General Plan (renewable energy mix target of 23% by 2025) · Nationally Determined Contribution (NDC)

Productive energy efficiency
Main problem
Fossil fuels for electricity, heating, and transport account for 80% of the rise in greenhouse gas emissions since 1970, and energy demand is projected to rise by 30% in 2040. Efficiency cuts emissions and costs at the same time.
